Can’t assume owner is person driving car

Scenario: A person is driving his car into Cedar Rapids on Interstate 380 from 200 miles away and is getting drowsy. He decides to be safe and let his friend take over once he exits. He drives under a speed camera going 10 mph over the limit and will receive a ticket by mail later.
After his friend takes over driving in the city, his friend is clocked speeding by a police officer in a squad car. So this makes sense. The driver is the one who deserves a ticket.
Had it been a role reversal, the owner of the car would have been ticketed when he wasn't even driving. If I loan my car to a friend or relative and they speed, it's illogical for me to receive a ticket by a camera that doesn't know who is driving.
If a robber steals something from your house and later commits a crime with it, would you be guilty? No!
We are innocent until proven guilty, including being the driver of a car going too fast.
I like us to be kept safe, but it is preposterous for the cameras to take a photograph of a car and assume that the owner is driving it.
