A theory for C.R. leaders’ actions

I have observed the actions and verbiage of our mayor and members of our City Council over the past months and have wondered at their marvelous lack of what constitutes logic, respect for their constituents and their tax dollars, and their boot licking of special interests.
The only conclusion possible: They are a fully functional example of the Peter Principle.
