Make Giunta billboard visible from I-380

How can we get the billboard, announcing that Sgt. Sal Giunta is from Hiawatha and congratulating him as a Medal of Honor recipient, closer to Interstate 380 so people can at least make it out?
Presently, you can read and see it so much better when you are traveling north past The Eastern Iowa Airport on the road that becomes Sixth Street SW in Cedar Rapids. But you can hardly make it out from I-380.
I would think that more people would notice it from the I-380 vantage point since more people travel I-380 rather than that airport road.
