The outgoing director of flood recovery in Cedar Rapids says the city's plans to rebuild after the 2008 flood have been hampered by an overly cautious federal bureaucracy that has delayed critical funding.
Greg Eyerly tells The Associated Press the U.S. Department of Housing and Urban Development took too long to make funding available so the city could buy flood-damaged properties from victims. And he says the Federal Emergency Management Agency has been indecisive and unreliable, at times going back on its word to deny funding for repair projects that had initially been approved.
Eyerly is leaving the job Friday after a 20-month tenure to take a position in the private sector. He says the city is on its way to recovery and has a bright future ahead.
