Keep dogs on leashes to keep them, others safe

I just moved to Cedar Rapids from Waterloo. Cedar Rapids is absolutely beautiful and I am loving it here! I also am quite concerned that in just three weeks I have seen more than 12 dogs unleashed and have rescued three and returned them to their owners.
This is a very sad epidemic. It is not acceptable to have your dogs out without being properly leashed. I've even seen two people walking their dogs on a very busy street with no leash. Dogs are animals, not people. When I walk by with my very large dog, it is natural for your unleashed dog to run to my dog either friendly or aggressive, a chance I can't take.
Also, properly tag your dogs so if they are loose, someone like me will know who to call.
Please take this seriously. Dogs don't choose their homes. You go out of your way to adopt them or breed them, so you need to properly take care of them.
