Alarms in electric cars a step backward

Re: the July 9 article, “Electric cars must install warning alarms.”
We have laws that strongly discourage cars that have no or loud mufflers and we discourage airplanes from making undue noise by flying too low. We, in general, discourage racket in our environment even by the strong arm of the law.
Now, when we have a technology to limit much noise, what do we do? We do the incongruous thing of insisting that this quiet technology make noise.
I sympathize with the pedestrians who are blind and cannot see a car but are they not supposed to be aware of their limitations and take precautions such as to have a guide? Pedestrians who are not blind are supposed to look where they are going. No wonder that we cannot any more hear the birds sing. And when, I pray, are we going to take responsibility for our own actions and not rely upon Big Brother to protect us from every possible minute hazard?
