Clean out the source of mess in Congress

As I watch and listen to all the excuses and finger pointing in Washington, D.C., I am aware of senior members of Congress telling us to make changes and that Washington is a mess. Well, excuse me, this all happened on your watch, rather it be three or 30 years ago - where were you then?
Here is the start of the solution. If we return home from a vacation, enter our home and smell something rotten, we look for the source. If we can't find one source, we will start throwing out everything until the smell is gone, and then we will start over.
So, once this mess in Washington gets a Band-Aid on it, and that is what it will be, ask all members of Congress/Senate who have 20 or more years of service to resign. We cannot wait for an election. This is where it started, so let's just clean it out. If there are some good guys in that list, they can start again and maybe the next time they will pay more attention.
For all new members of Congress, at 20 years you are out and if voted out or removed before that, no pension - the paycheck for life program stops now.
