Designer, builder should pay for water damage

Why is the Linn-Mar school board in a “bidding procedure” process to address the serious water-related problems at the new $10 million stadium? Why isn't the architect who designed the stadium being held accountable for these water-related problems? Why isn't the construction company who built the stadium being held accountable for these water-related problems?
Why does the school board have to hire someone to fix the water-related problems (and pay for it) when it's obvious either the design was flawed or the construction company who built it did some shoddy work?
Why isn't anyone held accountable for anything anymore? These “serious water-related” problems should have been corrected as soon as they were discovered, especially since they came with a $10 million price tag!
