Is Romney finally kicking off Iowa caucus campaign?

Mitt Romney, the will-he-or-won't-he candidate of the 2012 election cycle will.
Campaign in Iowa, that is.
The former Massachusetts governor will be back in Iowa Monday, campaigning in Dubuque and Scott counties, territory he carried in 2008 when he was runner-up to former Arkansas Gov. Mike Huckabee. No details of the visit have been announced.
Romney has spent little time in Iowa, but has hinted that he will actively compete in Iowa's first-in-the-nation precinct caucuses. Most recently, he campaigned at Morningside College in Sioux City. However, he has declined recent invitations to appear in Iowa with his rivals, such as the Nov. 1 job creation and manufacturing forum in Pella.
During that October visit to Sioux City, Romney told Iowans they are important they were to the electoral process.
“I'll be back again and again,” he said. “I'd like to win Iowa.”
