Poor service from postal service

Twice in the last week my mail has been delivered in my Gazette box mounted under my mailbox. I tried to call the Cedar Rapids Post Office to let them know what's happening and get it fixed. After several rings I get a recording that tells me I can call an 800 number and then lists hours of operation, followed by a beep. I'm presuming the beep means I can leave a message?
I tried the number several times and got the same recording, so I tried the 800 number. Surprise! It's a recording that goes into Spanish with no option to get to a person.
Let me see, no live person to answer the phone, no option to get to a live person and my mail is being put into a box that clearly says Gazette. Who really needs to wonder why the postal service is losing money?
