Article raises questions about Congress’ wealth

In response to Dec. 28 The Gazette (Washington Post) article informing us that “Congress is wealthier, but you are not.” We already knew that. Earlier reports said senators did 12 percent per year better than the average investor and representatives did 6 percent better. Are they just smarter than everyone else?
The story implied that they had access to inside information and used it to their advantage. Isn't that illegal? Why hasn't there been more follow-up on this? I thought some people (not senators or representatives) went to jail for insider trading. Why isn't there a mutual fund that copies the investments that our senators and representatives make - if they are so consistently great at managing their personal finances and have a viable plan to get us out of debt?
Too many questions and too few answers.
