C.R. council behind on flood recovery

Council members should have civil engineering and construction experience in order to accomplish jobs that need done.
It's been more than three years since the flood. Streets still need repaired. At Czech Village, homes are still boarded up from C Street to the river. Same in Time Check area.
Paramount Theatre has not been completed yet. TrueNorth is using the library. Why couldn't the library have stayed there instead of destroying the nice TrueNorth building?
Quaker Oats kept people there and with outside contractors got the plant running in a very short time. They have a well managed team. They even put up flood walls. They couldn't wait for the City Council and Cedar Rapids.
The council people, Czech Village and Time Check aren't serving people well. Come on, councilmen, do your job. It's time. And most of all, save money.
