Government’s handling of lead is concerning

As a safe and licensed contractor working with lead paint and lead-paint rules from the Iowa Department of Health, Lead Bureau, I read with concerned bewilderment about the big debate for killing our birds with lead, some (doves) by lead impact, and some (eagles) by lead ingestion, not to mention deadly lead litter randomly placed by firearms.
To put it another way, what's the correct course of action when one notices one of those “right hand not knowing the left hand” deals infecting our state government (different departments, but still just one state) and would like to help?
