C.R. needs to address problem of stray cats

Since the 2008 flood, my next-door neighbor and I have been inundated with stray cats. So far we have counted seven or more adults and numerous kittens and those are just the ones we see. To make things worse, they think that my vegetable garden and several flower gardens are their own private litter boxes.
The other obnoxious thing is that they spray (mark their territories) our basement windows, front and back decks, and even our storm doors. Sometimes the smell is overpowering.
The other thing is, we have neighbors who feed and water these strays. With spring coming, there will probably be many more kittens.
We get little cooperation from City Animal Control. We have purchased cat traps but have been told by one control person that we have to take the trap to them and a second person said that they could pick it up if they had a truck available.
If the city can allot
$4 million in flood recovery funds to a library that will include a non-essential coffee drive-up, why can't they use some of that money for a more beneficial project - getting rid of stray cats?
