LESS RISKY DRINKING: A survey of 930 University of Iowa students indicates that the frequency, prevalence and intensity of high-risk drinking has decreased by 10 percent or more in each category since 2009. It's more evidence that the 21-only bar ordinance approved by the Iowa City Council in 2010 has helped produce positive results. CITY, NEIGHBORS PARTNER: The Cedar Rapids City Council approved a neighborhood improvement plan for Wellington Heights, whose leaders welcome the stepped-up partnership. BELIN-BLANK MILESTONE: The UI's Belin-Blank International Center for Gifted Education and Talent Development marks its 25th anniversary this year.
