Management incentives but none for teachers?

I find it disturbing that often, when discussing hiring practices, pay and benefits for public employees, those being considered for management and administrative positions need to be given incentives because private sector pay and benefits are higher than in the public sector.
On the other hand, when it is necessary to reduce government spending, often the first place to look for budget cuts are the public employees in jobs such as teaching, firefighting, law enforcement. These folks are the first to have their benefits and wages reduced.
Shouldn't the same consideration be given to these workers as the managers and administrators who work in the public sector?
