Let all counties have a casino

I was against the casino in the past, because it is based on losers, not winners.
I had an epiphany. I have had a change of mind. I think the Iowa Legislature should change the law, so all, yes all, 99 counties can have one casino, if they wish.
If the reason for building one is money leaving Cedar Rapids - it is going to other casinos now - then it will be true to say the other non-casino counties will be watching their money come to Cedar Rapids.
There is a precedent already set to do this. The oneo-cent option tax that school districts were getting and the small school districts were calling foul due to small enrollment. So, the governor and the Legislature OK'd a bill to take that money into state treasury and do an even per-student split to all 99 counties.
Why not do the same for casinos? Give every county the right to have one.
