Congress self-interested with refund to FAA?

Congratulations to Congress for refunding the Federal Aviation Administration so that the towers could be staffed with the full complement of air traffic controllers.
Am I cynical, or does anyone think, like I do, that they didn't want to suffer the same delays in air travel of the general public for their weekly journeys to and from the nation's capitol for rest and relaxation (otherwise known as being in touch with their constituents) from their self-induced pressure-packed and debilitating jobs they spent millions to get?
