When did kids walking to school become issue?

What's wrong about an elementary student walking to school? They have sidewalks and cross walks. If the parents feel it's too busy of a street or too long of a walk, it should be up to the parent to provide transportation for their children.
The school has its rules and it should stay that way. The children need the exercise anyway. When my children were in school, they either got a ride from one of the parents or walked and that was 1.1 miles on a busy street. Bless their hearts, they lived through it all.
