Council must play by the rules on 1-cent tax

I believe the City Council should reconsider using the one-cent local option tax money to provide grants to Cedar Rapids flood victims. I applaud the intent of the Council's action and agree that flood victims need help. However, in light of the recent advisory panel opinion that the use of the tax money does not fit what the voters voted for, the City Council should change their decision.
Otherwise, this is a serious breach of trust. I voted for the current members because they seemed fair and honest.
Please play by the rules. No one will fault you for that.
