Morocco should be on U.S. terror watch list

Strange that the Department of Homeland Security did not include Morocco in the list of countries that are on the watch list. Living in Spain, I vividly remember the day that terrorists blew up several trains near Madrid with nearly 200 deaths. The perpetrators were Moroccans.
As a Dutchman, I also remember the day, not long ago, of the killing in cold blood of Theo van Gogh while he was riding his bike in Amsterdam. The terrorist was a Dutch-born Moroccan.
Is the U.S. too friendly with Morocco?
