Make C.R. libraries available to all

As a longtime patron of city libraries, I've always thought this was a free public service offered to everyone. Boy, was I mistaken!
I live in a smaller surrounding community and cannot use Cedar Rapids, Hiawatha or Marion libraries. I offered to pay for the service and the librarian said, “That isn't allowed.”
I pay the same taxes as Cedar Rapidians, and my children used the Cedar Rapids schools. I have used libraries all my life and can't believe this service is closed to me. I think this beautiful new facility should be enjoyed by all.
