‘No apparent threat’ is not very clear

The headline in the Feb. 3 Gazette stated that the old packinghouse debris has “No apparent threat.”
If so, why not leave it at the packinghouse site and save all taxpayers' money in hauling and landfill fees.
If not, putting the debris on top of Mount Trashmore will cause whatever is bad to leach into the river. It will not be down inside some plastic or clay retainer.
