Road conditions unsafe for adding apartments

Who doesn't want to help flood victims and the financially challenged human beings? But putting an apartment complex on a busy street won't help a thing. It would be like putting a school crosswalk on Interstate 380.
Anyone who drives O Avenue between 11th and 13th streets knows it is an extremely dangerous part of the road. When it rains, snows or is ice packed, most people can't make it up or down the hill without sliding through the stop sign on 11th Street.
Putting an apartment complex at 1100 O Ave. NW, it would be in the middle part of this hill, a very crucial part of the hill and you would be adding in-and-out traffic. What a cluster of automobiles trying to get on or off O Avenue causing many accidents for these poor people. Their insurance rates will go sky high, medical bills will be hard to pay, causing them more stress. This is just plain silly. Help them some other way.
