What’s with money spent on administration?

How can we afford to build a castle on Edgewood Road for the administrators but we can't afford to keep the neighborhood schools open? Something is wrong someplace.
Seems like we could afford to spend a million dollars to keep all the neighborhood schools available to the neighborhoods.
