Why not use Thomson for jail overcrowding?

For years we have read with concern regarding the problem of overcrowding in our prison system. Now we learn that the prison in Thomson, Ill., is nearly vacant. Why not redistribute prisoners currently incarcerated in the United States to relieve some of the overcrowding in existing prisons?
Why do we want to bring prisoners from Guantanamo Bay and further burden our existing prison system?
