Grassley should explain jobs bill’s status

Senators Chuck Grassley and Max Baucus, leading the Senate Finance Committee, offered last Thursday a bipartisan jobs bill. But Senate Republican leader Mitch McConnell called the bill a work in progress and would not commit his party's support to it on the floor.
Grassley owes his Iowa voters a report on what happened. It certainly seems that either
a) He did not sign onto the committee bill in good faith.
b) Or, his own party does not grant him the authority and the power to negotiate in bipartisan committee agreements.
Which is it?
Bipartisanship requires both good faith on the part of our elected officials and securely delegated authority by the parties.
