Stolen $60 billion would have been useful in U.S.

The $60 billion in tax money stolen from the United States in Iraq and Afghanistan over the past decade and reported recently: Was it ever necessary? Any ideas on how our own country could have used this wasted huge amount of money (instead of on contractor projects)?
