Find strategies to reduce discharges

To the editor:
Regarding H. David Boettger's guest editorial 'We need a long-term solution,” published March 28:
What the writer doesn't tell you is that we have one. It's called the Nutrient Reduction Strategy (NRS), a 204-page report that, according to David Osterberg, took state agencies 2 years to produce. Osterberg, also writing in The Gazette, states that the goal is to reduce nitrogen and phosphorus discharges by 45 percent. But as he points out, the report has no target dates or strategies to reduce the discharges.
If Boettger is serious, he will urge Gov. Terry Branstad to reverse his veto of a bipartisan bill to fund the improvement of water quality and work with others to set target dates and strategies to reduce the discharges.
