Wasteful spending on display with lake policy

The article in Wednesday's edition is a perfect example of the federal government's inability to correct an obvious problem. (“Officials want to revise Coralville Lake policies”). Why in the world does it cost $4.7 million to simply change a procedure?
The Corps of Engineers has a long and storied past of taking a simple thing and screwing it up (see New Orleans). Waiting for them to do the right thing quickly (see floods of 1993 and 2008) just doesn't cut it a third time.
