Restrictions should extend to texting, too

On Feb. 9, state Rep. Nick Wagner of Marion said texting while driving is a “personal responsibility issue.” Well, if that is true, let's eradicate all restrictions against driving under the influence. That also, I believe, is a personal responsibility.
