Handicapped spaces should be accessible, visible

Finally visited the NewBo City Market in Cedar Rapids and was not impressed at all, as (at least this time of year) it principally consists of just a big food court in a cold, sterile, warehouse-style building.
Plus, what's up with the off-street parking lot directly in front of the building with no handicapped spaces provided, but with two spaces designated for electric cars? Was told handicapped spaces are located around the building. However, they're invisible, as I saw no signage to direct anyone to them from the front. Convenient? Appropriate? I think not.
