Answer questions raised by medical building

Questions to consider before erecting a medical building on Second Avenue in Cedar Rapids:
1. What would happen to the infrastructure below the streets, such as sewers, if a building is erected? Who would pay for moving that infrastructure?
2. Second and Third avenues are now one-way with three lanes going each way. Would parking be removed to make them four-lane avenues - two lanes in each direction? Is there enough room for that? Or would Second and Third avenues have only three lanes with the middle lane dedicated to turning left? If a left-turn lane option is used, wouldn't each street effectively lose one lane of through traffic?
3. Wouldn't drivers avoid Second Avenue, if it is no longer a through street, with more traffic pressure on First and Third avenues?
4. Do you anticipate a more difficult entry to First and Third avenues from the side streets because of increased traffic flow?
