DOT’s priorities don’t make much sense

I have a question for anyone who has the answer to the Iowa Department of Transportation's finances. Where is the $198 million for the Highway 100 extension coming from? A few months ago we were told that the DOT had a huge shortfall of money, and therefore was unable to fix the roads and bridges which are in bad shape.
The roads are in disgusting condition. One that comes to mind is Highway 13, from Marion north to the County Home Road. The northern part of 13 was resurfaced last year, but not the part I am asking about. It just doesn't make any sense to me to build a new highway and let the current ones fall apart. Before any more money is given to the DOT, why not audit its operation to see if the money they already get is being spent wisely?
I have already contacted my Congressman on this matter, as that is the only recourse I have.
