Access medical district from a walkway

I travel on Second Avenue several times a week. It seems to me that it is not practical to close the street halfway between 19th Street and downtown to accommodate a small part of the population.
If the medical community must have pedestrian access to both sides of the road, why not let them put in a walkway over the road or build an elevated structure? Think of the added traffic on First Avenue that blocking off Second Avenue will cause.
