Something fishy about sheriff’s dropped charge

Regarding Keokuk County Sheriff Jeff Shipley, who was pulled over for suspicion of OWI by a state trooper. According to what you published:
1. He had watery and bloodshot eyes.
2. He had beer cans behind the seat.
3. His truck had a strong odor of alcohol.
4. He refused both the field sobriety and blood alcohol tests. Refusal to take the tests is an automatic loss of license.
Plus he got an OWI in a motor boat a few years ago.
I talked to a lieutenant in Linn County about this (dropped charge) and he said it was because it is down south. So what? It is wrong.
