Apply gun ownership laws equally in state

I am in favor of House File 135, a bill concerning non-professional permits to carry weapons that is being considered by the Iowa Legislature. The main point is to make gun ownership laws apply equally across the state so that people in different counties all have the same rules, background checks and training to carry a weapon.
According to the CQ Researcher, although gun ownership has risen, fatal accidents are on the decline. I believe this is because of the increase in gun safety programs and background checks. Guns should not be banned, but there should be ownership control so we know who has them, who should not have them and who has shown they have the training to safely carry a gun.
