What other perks, purchases are allowed by law?

I find it amazing that there has not been more outrage from the voters in Linn County regarding Ben Rogers using a Linn County credit card to charge $100 for attendance to the gala fundraiser for the new Cedar Rapids Public Library.
I do understand that by law it is legal for him to do, but after he voted for, and received, a 25 percent salary increase to about $90,000 earlier this year, I feel that he could certainly afford to attend on his own dime. I believe his action shows a lack of regard for stewardship of the taxpayers' dollars. He should be voted out the next time he's on the ballot.
I further believe there should be an investigation as to what other perks and other types of non-essential purchases are allowed by law.
