Are casinos paying to monitor cheaters?

I read with disbelief in Monday's Gazette how we the taxpayers are paying for training state agents to monitor the various gambling casinos for cheaters. I hope the casinos are paying back for this service; if not, I want a state agent to sit in my store and watch for shoplifters. Fair is fair.
I hope a reporter will clarify this situation. Please tell me that this isn't part of our deficit.
