Explain the rules of the bike lanes

Regarding the Aug. 14 article in The Gazette, “Cedar Rapids bike lanes still confusing for motorists, cyclists”: I can't agree more.
The article goes on to say that the public, both the motorists and the cyclists, needs to be educated on the rules of the road for these lanes. I have searched and have yet to find any resource to explain the rules of the bike lanes. I am not the only one who would like some clarification, especially about the bike lanes that are between two lanes of traffic.
I am pleased with the city's efforts to promote biking through the construction of trails and bike lanes, but would somebody please tell me what the rules are?
