Congress not the villain in health care debate

“Yes” is the right answer to David Surdam's (May 7 guest column, titled “Who's best at rationing health care?”) question: “Does a politician's word outweigh the legal nature or a contract and the market pressures to provide good service that an insurance company faces?”
Compare the coverage and payment records of Medicare and Medicaid with that of the private, profit-motivated and often-unscrupulous insurance industry. The answer should be self-evident. Simplistic ideas, like making Congress the villain, is what is wrong with the health care debate.
