Oklahoma State beats Oklahoma Saturday and it's in the Fiesta Bowl ... or so it's reported

The first paragraph of this story in today's The Oklahoman story says a mouthful:
Only a Bedlam victory and a Texas Big 12 championship stands between the Oklahoma State Cowboys and the Fiesta Bowl.
The story continues:
Fiesta Bowl executive director John Junker stopped short of confirming his game would take a 10-2 OSU but did say, "we have to look seriously at Oklahoma State if they won the game ... a 10-win team in the Big 12."
The Big 12 and Fiesta Bowl have been partners for more than a decade. College football insiders say the Fiesta and the Big 12 have built a relationship similar to that of the Rpse Bowl with its partners, the Big Ten and Pac-10, and the Southeastern Conference with the Sugar Bowl.
The Big 12 champion is contractually obligated to the Fiesta Bowl. But if Texas qualifies for the national title game, the Fiesta would have two at-large picks.
If the Fiesta Bowl selected Oklahoma State, No. 6-ranked Boise State could be left out. Three at-large berths are expected to go to TCU, the Alabama-Florida loser from the SEC title game and one of two Big Ten teams, either Penn State or Iowa.
But some have pointed out that the Fiesta Bowl is expected to select OSU second of the five picks needed to fill out the BCS schedule and that both the Sugar and Orange bowls would have the opportunity to take Boise State.
Correct me if I'm wrong, but I think it's Sugar-Fiesta-Orange because the Sugar and Fiesta bowls will lose their conference-champions (SEC, Big 12) to the BCS title game, assuming Texas beats Texas A&M and Nebraska to close 13-0.
So the questions are: Who would the Fiesta take with its first pick, Iowa or Penn State from the Big Ten, TCU, or Boise State? And if the Fiesta doesn't take a Big Ten team, would the Orange Bowl do so with its at-large pick, and would it be Penn State or Iowa?
