Solve complaints with current government

The Johnson County Board of Supervisors agreed to back off somewhat on the maintenance code for the county. The bottom line seems to be they want people to be safe. We all want to be safe. We also know there is still a plan to draw up a draft maintenance code for Johnson County. Once this is in place, many rules and regulations can and will be added.
Rather than the supervisors making government bigger and more invasive by adding more regulations to keep people safe, why not use the government departments we already have in place?
Most of the supervisors agree that inspections, for now, would be done by complaints only. If the Department of Human Services receives a complaint regarding the safety of a person, don't they already have the authority to check the safety of that person? If the Planning and Zoning Department receives a complaint, don't they already have the authority to check out the complaint? Same for the Department of Public Health? I am sure there are many other departments who watch out for our safety.
