Employees should receive back pay

A Polk County district judge ruled that Gov. Terry Branstad's line item veto was unconstitutional, when he shut down 36 Workforce Development Centers. Rather than reopen them and give the employees their job back, Branstad is filing an appeal. If he loses the appeal, I think the employees should get back pay from the first day that they were laid off.
