Tuition set-aside good for deserving students

An article in the June 29 Gazette (“Set-aside drew negative feedback from public”) discusses parent unhappiness with universities setting aside part of student tuition to help other students in need or deserving of rewards.
I think the parents are overlooking this as being a great college educational lesson, i.e., how the powers that be can take from those who can afford college loans to give to those who can't afford the loans, or are just deserving of some rewards.
After all, the government does something like this all the time.
