Blocking Second Avenue would affect traffic

The whole reason why all Cedar Rapids downtown avenues were cleared by the early 1960s City Council is so there could be a steady flow of traffic to the downtown area.
You should look back at that and try to understand their reasoning and their logic behind that particular action.
Blocking Second Avenue between 10th and 12th streets (for the proposed medical district mall) today is the wrong choice. I agree with John Doyle that a skywalk should be taken into consideration, as well as other actions, rather than blocking the flow of traffic to downtown Cedar Rapids.
