Strict punishments needed to stop litter

Do you like to go for a walk on a sunny Sunday morning and see trash blowing around? I don't.
We should be a lot stricter about the trash problem. I think that we need to have people go to jail the second time they get a citation and a $100 fine each time they litter. Also, we could put up cameras on the highways to catch people.
