Iowa Legislature controls the DNR like a puppet on a string

The Environmental Protection Agency shouldn't be so quick in blaming the Iowa Department of Natural Resources for not enforcing Clean Water Act provisions dealing with animal feeding operations (“DNR responds to EPA criticism on water quality enforcement,” July 20).
The Iowa Legislature controls the DNR like a puppet on a string by frequently overriding its recommendations - a prime example being its continued refusal to support the DNR's recommendation to eliminate the ridiculous summertime 10 HP (horsepower) motor regulation on Lake Macbride, the only Iowa lake of its size which continues to have this special HP regulation in addition to the state's standard “no wake” regulation.
