Treasurer's Office computers stuck on caps lock?

I got this press release from Treasurer Mike Stevenson yesterday, in hard copy, and for the life of me can't figure out why the whole thing would be in capital letters. Actually, every communication I've ever received from the Treasurer's Office is in all capital letters.
I have two theories.
1) It is an aesthetic choice. The treasurer and his staff have decided capital letters look better, perhaps more authoritative, than their smaller lower-case relatives.
2) The computers at the treasurer's office are broken and can only type in capital letters.
I guess it must be #1, even though caps lock makes words look like bricks, and difficult to read. And by the way, property taxes are due.
