CR should strive to achieve potential

I've always wondered why Cedar Rapids, being the second biggest city in the state, never strives to achieve its potential.
Why not spur development by taking the old Sinclair site and turning it into a destination spot for tourism? Build a massive water park/theme park.
The closest place to go for fun of that sort is Waterloo to Lost Island or Adventureland in Des Moines. Why doesn't Cedar Rapids think on a grander scale?
We have a city bus system that doesn't run nonstop. I say get rid of the buses and invest more in other public transportation. Yes, it will cost upfront but if you build the infrastructure to lure corporations to town, in the long run, it will hopefully pay for itself.
I would use public transportation and get rid of my gas-guzzling car if it saved me time and was available when I needed it. Why not invest in a train system, like an elevated train they have in Las Vegas? Cost will be high to build, but you don't need to keep paying for diesel, which is expensive and horrible for the environment.
I keep hearing about going green. What better way to do it?
